African Countries Failing To Progress In Good Governance ― Report

Governance progress slowed across Africa for the first time in a decade, even before the coronavirus pandemic hit, with commitment to democracy and civil rights faltering, a major report said Monday.

The Mo Ibrahim Index of African Governance, published every two years, gives each country’s government a score according to criteria including anti-corruption measures, protection of civil liberties and caring for the environment.

More than 60 percent of Africans live in countries that made progress in good governance over the period 2010 to 2019, this year’s report said.

But progress has slowed in the last five years and this year, for the first time in the last 10 years, the combined score for all the countries fell year-on-year, the Mo Ibrahim Foundation added.

The foundation, set up in 2006 to focus on the need for good political leadership and public governance in Africa, cited growing curbs on people’s ability to exercise their democratic rights and take part in civil society.

The results use data from last year and do not therefore include the impact of coronavirus.

Since the pandemic began, some elections have been postponed while “the continent had been going through a deterioration of civil society space, participation and rights long before Covid-19,” the report said.

There is “an increasingly precarious environment for human rights and civic participation” as well as a “deteriorating security situation,” it added.

– ‘Worrying declines’ –
Also this year, the incumbent presidents of Guinea and Ivory Coast succeeded in pushing through constitutional changes allowing them to stand for a third term, sparking deadly unrest while adding their names to a long list of leaders with similar playbooks.

Post-election clashes have claimed scores of lives in Ivory Coast and at least 21 in Guinea, where several opposition figures are in police custody over the violence.

In Nigeria, largely peaceful youth-led protests against a hated police unit spilled over into looting and violence.

The UN last week called for urgent measures to protect civilians in Mozambique’s northeastern Cabo Delgado province, where jihadists are wreaking havoc, warning that the population was “desperate”.

Since 2015, countries’ scores for security and rule of law and participation have slowly worsened while scores for rights and inclusion have fallen more sharply, the report said.

Only one country, Ethiopia, has made progress across all areas measured over a decade, the report said — but the country is now embroiled in a military conflict pitting the federal government against the dissident northern region of Tigray.

Across Africa, progress in some areas such as economic opportunity has come alongside “worrying declines in participation, rights, inclusion, rule of law and security,” the report said.

Coronavirus threatens gains in economic opportunity, “worsening an already alarming situation,” it added.

For the first time, the report looked at new areas such as digital rights and inclusiveness as well as environmental sustainability.

South Africa, ranked sixth, has declined over the decade, falling more steeply since 2015, and is on a “concerning trajectory,” the report found.

The country’s former president, Jacob Zuma, was forced out by the ruling African National Congress (ANC) over a slew of corruption scandals.

ANC secretary general Ace Magashule was charged last Friday with multiple counts of fraud, corruption and money laundering allegedly committed under Zuma.

The Chinese customs has suspended the import of products of 99 cold-chain food manufacturers from 20 countries that reported cluster COVID-19 infections among employees, according to the General Administration of Customs

The Chinese Ministry of Transport also on Monday released a guideline to prevent the transmission of COVID-19 through imported cold chain foods in road and water transportation.

It urged all companies, docks, and freight terminals involved in cold-chain logistics to protect their frontline employees, stressing protective equipment distribution, temperature checks, and regular nucleic acid testing.

Stricter disinfection measures should apply to transportation, with transportation equipment for imported cold-chain foods, including vehicles, vessels, and containers to be disinfected regularly, according to the guideline.

The guideline also called for an information registration system to track and trace people, cargos, and vehicles more effectively.

According to the guideline, more efforts should go into emergency handling,

It added that immediate actions must follow to cut off the routes of transmission if any imported food or packaging test positive for coronavirus.

Risks of COVID-19 contamination through imported cold-chain foods are mounting in China.

On Nov.15, a packaging sample of imported frozen aquatic products and one from imported frozen pork were reported to have tested positive for COVID-19 in east China’s Shandong Province and northwest China’s Shaanxi Province, respectively.

To minimise importation risks, related government departments of the country have rolled out measures to strengthen epidemic prevention and control.

The State Council joint prevention and control mechanism against COVID-19 has unveiled a plan to realise full-chain, closed-loop, traceable management of imported cold-chain foods.

They vowed to conduct complete disinfection of those products, novel coronavirus tests at the ports, and ensure all imported cold-chain foods entering the market are traceable.

Also, Chinese customs have suspended the import of products of 99 cold-chain food manufacturers from 20 countries that reported cluster COVID-19 infections among employees, according to the General Administration of Customs.

Ethiopia Crisis: Obasanjo jets to Addis Ababa ‘for mediation’

Nigeria’s former president Olusegun Obasanjo on Monday jetted to Ethiopia to mediate in the conflict between the nation’s government and the northern Tigray region, his spokesman said.

“He is on his way to Addis Ababa for talks,” Kehinde Akinyemi told AFP on the visit of Obasanjo to the Ethiopian capital.

“He is going there for mediation,” Akinyemi said, without giving further details.

Both the Ethiopian government and the African Union said they had no information on any visit by Obasanjo, who has previously acted as a United Nations peace envoy in DR Congo.

Ethiopia’s central government announced a military operation in the northern Tigray region on November 4 in a dramatic escalation of a long-running feud with the region’s ruling party, the Tigray People’s Liberation Front (TPLF).

The fighting — which has sent thousands fleeing over the border into Sudan — has sparked fears of civil war and concerns it could spread across the region after rockets were fired at an airport in neighbouring Eritrea.

The attack on Saturday was claimed by TPLF which has accused Eritrea of backing the government.

Ethiopian Prime Minister Abiy Ahmed’s office on Monday dismissed claims from Ugandan officials that President Yoweri Museveni would meet with representatives of both sides in an effort to facilitate talks.

Ugandan officials told AFP over the weekend those meetings would begin Monday in Uganda and would involve Demeke Mekonnen, Ethiopia’s deputy prime minister and foreign minister.

“The claims by various news outlets that Ethiopian officials are expected to take part in mediation talks with TPLF in Uganda are inaccurate and not substantiated,” a government statement said.

Abiy has previously said any talks can’t begin until the TPLF is fully disarmed, resisting calls from world leaders for an immediate end to hostilities.
