PROCEEDINGS OF THE NIGERIAN SENATE OF THURSDAY, 16th NOVEMBER, 2017.

Welcome to a new Legislative Day in the Senate of the Federal Republic of Nigeria.
Senate President, Bukola Saraki took the official prayer and led the Chambers into today’s proceedings at 10:43am.

ANNOUNCEMENTS
The Senate President, Bukola Saraki announced that Senators will consider the general principles of the 2018 budget on Wednesday, 22nd November, 2017 and on Thursday, 23rd November, 2017.
At the close of debate on Thursday, 23rd November, the budget will be referred to the Senate Appropriation Committee for further legislative scrutiny and action.

The Senate President, Bukola Saraki welcomed guests present in the gallery to observe plenary.

Senator Ubali Shittu moved for the approval of Votes and Proceedings of Wednesday 15th November 2017, Senator Clifford Ordia seconded.

PETITIONS
Senator Yusuf A. Yusuf raised a petition from a community sharing boundary with Cameroon and would like the Senate intervention to avoid dispute.

Senator Utazi Chukwuka also raised a petition from a member of his constituency who was unceremoniously withdrawn from the Nigerian Army.

Senator Matthew Urhoghide raised a petiton on behalf of Global Spectrum Energy Services Ltd.

The petitions were laid and referred to the Committee on Ethics, Privileges and Public Petitions.

PRESENTATION OF REPORTS
1. Report of the Committee on Ethics, Privileges and Public Petitions by Senator Samuel Anyanwu.
– That the Senate do receive the reports of the committee on ethics, privileges and public petitions in respect of:
a. A petition from Mr. Jolomi Arenyeka and two others against Petroleum Technology Development Fund (PTDF) for wrongful disengagement from the service of the fund;
b. A petition from Colonel Chidi Kalu Ukoha against the Nigerian Army for his wrongful retirement from the Army;
c. A petition from Dr. Isah Mohammed Ahmed against Kano Electricity Distribution Company (KEDCO) for alleged victimization, intimidation and refusal to pay his retirement benefits; and
d. A petition from Njemanze & Njemanze & Co. on behalf of Senior Staff of National Health Insurance Scheme (NHIS) against National Health Insurance Scheme for cancellation of their 2016 promotion examination.

The Report is LAID.

CONSIDERATION OF REPORTS
1. Report of the Joint Committee on Judiciary, Human Rights and Legal Matters and Anti-Corruption and Financial Crimes.
Proceeds of Crimes Bill, 2017 (SB. 376) by Senator David Umaru and Senator Utazi Chukwuka.
– That the Senate do consider the report of the Joint Committee on Judiciary, Human Rights and Legal Matters and Anti-Corruption and Financial Crimes on the Proceeds of Crimes Bill, 2017 (SB. 376).

COMMITTEE OF THE WHOLE
The Senate now dissolves into the committee of the whole for the clause by clause consideration of the report on the Proceeds of Crimes Bill.

The Senate reverts to Plenary to report progress on the Proceeds on Crimes Bill by Senator David Umaru.

The Senate President said, “The bill will be referred back to the Joint Committee on Judiciary, Human Rights and Legal Matters and Anti-Corruption and Financial Crimes for further legislative scrutiny.”

The Senate unanimously agrees that the chairman of the judiciary and also the legal and judiciary department of the Senate should go through the bill and report back quickly so the bill will be passed for the third reading.

2. Report of the Committee on Industries.
Nigerian Automotive Industry Development Plan (Fiscal Incentives Assurances and Guarantee) Bill, 2017 (HB. 896) by Senator Sam Egwu.
– That the Senate do consider the Report of the Committee on Industries on the Nigerian Automotive Industry Development Plan (Fiscal Incentives Assurances and Guarantee) Bill, 2017 (HB. 896).

COMMITTEE OF THE WHOLE
The Senate now dissolves into the committee of the whole for the clause by clause consideration of the Nigerian Automotive Industry Development Plan (Fiscal Incentives Assurances and Guarantee) Bill, 2017 (HB. 896).

The Senate reverts to plenary to report progress of the Nigerian Automotive Industry Development Plan (Fiscal Incentives Assurances and Guarantees) Bill.

The Bill is read the THIRD TIME and PASSED.

3. Report of the Committee on Establishment and Public Service.
Chartered Institute of Customer Relationship Management Bill, 2017 (HB. 69) by Senator Emmanuel Paulker.
– That the Senate do consider the Report of the Committee on Establishment and Public Service on the Chartered Institute of Customer Relationship Management Bill, 2017 (HB. 69).

COMMITTEE OF THE WHOLE
The Senate now dissolves into the committee of the whole for the clause by clause consideration of the Chartered Institute of Customer Relationship Management Bill, 2017 (HB. 69).

The Senate reverts to Plenary to report progress on the Chartered Institute of Customer Relationship Management Bill, 2017 (HB. 69).

The Bill is read the THIRD TIME and PASSED.

ADJOURNMENT
The Leader of the Senate moved that other items on the Order paper be stood down to another Legislative day. The Minority Leader seconded.
